The Middlesex Community College Law Center in Lowell is a community mediation center that has provided conflict resolution services since 1989. We administer consumer protection, individual, community, and trial court mediation services and training, as well as school-based violence prevention programs. All of our programs are supported by Middlesex Community College, the Massachusetts Office of the Attorney General, the Massachusetts Office of Public Collaboration, the Lowell Public Schools, and private grants. Our programs are free to all.

Services Provided and Communities Served:

Local Consumer Program
The Local Consumer Program (LCP) works in cooperation with and is funded by the Massachusetts Attorney General's Office to advocate a wide variety of consumer complaints via the telephone, email, and letters. In over 10,000 cases since 1990 the MCC Law Center has provided savings to consumers of over $4.5 million dollars. This program is free to all.
Middlesex Mediation Program
The Middlesex Face-to-Face Mediation program works in cooperation with and is funded by the Massachusetts Attorney General's Office and the Massachusetts Office of Public Collaboration. The program is approved by the Massachusetts Trial Courts to provide mediation services in the District Court, Juvenile Court, and the Superior Court. Mediation services are available free for all. Contact us for information regarding a 45-hour basic mediation training and volunteering. The program was established in 1990.
Conciliation Program
A new conciliation program started in April 2012. Working in collaboration with the Greater Lowell Bar Association and Lowell District Court, it offers free conciliation services to parties at the final pre-trial conference hearing for civil cases at Lowell District Court. Conciliators are experienced attorneys who have participated in an 8-hour training that meets the Supreme Judicial Court's requirements for court-connected conciliators.
Housing Mediation and Eviction Diversion Program
MCC Law Center is one of twelve state qualified Community Mediation Centers to assist with the operation of a statewide Housing Mediation Program sponsored by the Department of Housing and Community Development (DHCD) conducted under the oversight of the Massachusetts Office of Public Collaboration (MOPC). The MCC Law Center is also providing Housing Mediation Services under the Eviction Diversion Program through the Attorney General’s Office.
The goals of the eviction diversion initiative program is to mitigate the harmful economic impacts of the COVID-19 pandemic and prevent homelessness by keeping tenants stably housed and landlords from mortgage and tax delinquencies and foreclosures through the provision of our mediation services.
The MCC Law Center is working with the local district courts with summary process eviction cases, and has a working partnership with a local community programs, such as CTI, to assist in housing mediation cases.
SCORE (Student Conflict Resolution Experts) Peer Mediation Program
Since 1991, the SCORE Program at the Law Center has provided on-site peer mediation at Lowell High School and and since 2018 at the Sullivan Middle School. It is available to students, teachers, and other staff members to resolve conflicts. Resolution Justice Circles are also conducted. The SCORE peer mediation program is a schools-based, violence prevention program funded by MCC, the Massachusetts Office of Public Collaboration and Lowell Public Schools.

We also provide free mediation services to: Ayer District Court, Concord District Court, Lowell District Court, Lowell Juvenile Court, and Waltham District Court.
